I just tested it on my real Sega Saturn and on SSF and this is what I learned...
It seems if you have a cleared save file the fairy usually speaks the message at about 8-9 minutes... but sometimes it still takes about 15 minutes, also I was using a X-X!V''Q save file, so I am not sure if that matters or not.
When using a X-X!V''Q save file that was not cleared, it seemed to take 15 minutes... and with no save file it didn't seem to work at all
Also, I just realized today that on Sega Saturn you can use the X-X!V''Q Luck name cheat and you don't even need a cleared save file... but to use the AXEARMOR name cheat you do have to have a cleared save file, quite strange
I also never knew, but it is possible to transfer SSF save files on to a real Sega Saturn

While working on the Saturn Total Control I was looking through the coding and I came across the area that the name entry cheats are stored, and I saw that on Saturn there is a 3rd name entry cheat GTI-CLUB
I did not play through the file, but what I noticed is that it starts you out with 250,000 gold, pretty cool
EDIT So I found it on this website http://strategywiki.org/wiki/Castlevania:_Symphony_of_the_Night/Walkthrough I never new about this one.

Okay, Paul is right... with out a clear/all save file this will not work,
but with a clear/all save file this will work...
It seems GTI Club was a arcade game also produced by Konami in 1996, so probably one of the programmers that made GTI Club also worked on the Sega Saturn version of SOTN, and he put this in the game.
